Welcome to the National Cemetery Administration Policy Publications page. These pages contain information regarding NCA-wide policies and procedures maintained by the NCA Legislative and Regulatory Service.

On these pages you will find NCA's official statements of policy or procedure:

  • Directives — A directive establishes mandatory NCA policies applicable to all NCA facilities and employees.
  • Handbooks — A handbook describes mandatory procedures for implementing NCA programs and/or policy defined in a related directive. A handbook may be issued without a related directive.
  • Notices — A notice reminds NCA staff of existing policy or procedures or announces new or revised policy or procedures, which will be incorporated in a current or future directive or handbook.
